Neighborhood Association

Moon Valley is one of the most unique and well-established communities in North Phoenix. The Moon Valley Neighborhood Association (MVNA) exists to support that community — not to govern it.

We Are Not an HOA

The MVNA is not a Homeowners Association (HOA). We do not enforce CC&Rs, charge mandatory dues, issue violations, or regulate how residents use their property.

Instead, we are a volunteer-driven neighborhood association formed to strengthen community involvement, improve neighborhood safety, and preserve the quality of life that makes Moon Valley special.

While the name “Homeowners Association” appeared in earlier decades (in the 1960s and 1970s), today’s MVNA operates very differently from a traditional HOA.

  • Assist with deterring trespassers and suspicious activity in your community
  • Receive open garage door notification when prudent
  • Receive assistance with lost pets
  • Participate in Vacation Watch for your home

So What’s the Difference?

A Typical HOA
  • Enforces CC&Rs
  • Issues fines and violations
  • Has mandatory fees
  • Regulates external home appearance
  • Maintains private amenities (gates, pools, greenbelts)
  • Has legal authority to compel compliance
  • Patrol staff will contact Phoenix Police immediately if your home shows any signs of criminal activity
MVNA (Neighborhood Association)
  • Has no enforcement powers
  • Has no mandatory dues
  • Works collaboratively with neighbors
  • Coordinates community programs
  • Partners with the City of Phoenix, the Moon Valley Country Club, and local organizations
  • Is 100% volunteer-run
  • Focuses on education, communication, events, and safety initiatives
Our role is to connect neighbors — not police them.

Our Mission

The MVNA’s purpose is simple:
To protect, enhance, and celebrate the Moon Valley community.
  • Neighborhood safety programs, including Community Action Security
  • Beautification efforts
  • Luminaria and holiday programs
  • Community events such as the G.A.I.N. celebration
  • The annual Moon Valley Holiday Light Parade
  • Communication via the Tattler, email updates, and our website
  • Support and guidance for Block Captains
  • Welcoming new residents to the neighborhood
  • Collaboration with city officials on issues that affect Moon Valley
Our programs are funded entirely by voluntary membership contributions from residents who want to invest in their community.

A Brief History of the MVNA

Moon Valley’s early subdivisions were established in the 1960s. An early homeowners group formed during those years, but it went through several changes and periods of inactivity before the neighborhood formalized today’s modern, volunteer-run MVNA.

The modern Moon Valley Neighborhood Association was officially incorporated in 1994, replacing the old HOA model with a voluntary, community-focused nonprofit organization.

Today, the MVNA supports 29 subdivisions within Moon Valley, many of which still maintain their original CC&Rs — some enforced by separate HOAs, others simply recorded historically.

The MVNA does not enforce any CC&Rs. Instead, we help educate residents, answer questions, and guide neighbors to the appropriate resources when needed.

Our Commitment

Moon Valley is known for its character, its families, its traditions, and its strong sense of community. The MVNA exists to preserve all of that — not through rules or mandates, but through service, communication, and neighbor-to-neighbor connection.
